Never trust someone with a home-made tattoo gun. Espeically if it's just a pen...stupid.
Don't get a tattoo by an unexperienced artist.
Home tattoos are OK, if and ONLY if you trust the person and you know for a FACT what he is doing is SAFE and follows ALL medical precautionaries.
